in impeding those objectives which we all regard as essential. And this is hardly less true of the other territories concerned than it is of the Federation of Malaya. The clear duty of His Majesty's Government, as I see it, is to ensure that these territories are placed firmly on their feet and are enabled to look confidently towards the future.

Needless to say, if you decide in the light of what I have just said that it would be the wisest course not to pursue the matter any further, we, on our side, would take all possible steps to ensure the full appreciation in all the territories of His Majesty's Government's generosity in foregoing these claims.
